ActionCataog to create menu buttons

Hi,
I´am using ActionCatalog to create my shell menu bar buttons, specially to create this buttons according the user login.
This buttons represents business modules for my app, so when i click in a button (from the shell) i create a navigation bar (toolStripBar) in a view where i display buttons too. I want to create this new buttons with ActionCatalog also, but i need a reference to the toolStripBar (to the Navigation view)in my ActionCatalog.cs like this :

_MyToolStripButtonBar = workItem.SmartParts.Get<IDailyButtonsView>(ID);

But i think i don´t have ID from this view because the view is not created yet !
How can i perform this, or maybe non using ActionCatalog to create this buttons, where in the code can i put the creation of this buttons?
