BITS Error with ConsoleTest of QuickStart

When this error was investigated and seen, it turned out that it is "BGJOBSTATE_ERROR".
It was surmised that this cause might be httphandler.
so, I browse a vartual directory with ie.
I do'nt read SampleAssembly.exe.config, Microsoft.ApplicationBlock.ApplicationUpdater.Interfaces.pdb,Microsoft.ApplicationBlock.ApplicationUpdater.QuickStarts.TestPostProcessor.pdb.
Although that this files cannot be read turned out to be the cause, what should it carry out?
It is the following which was checked in addition to this.
1)files permission check.
2)IIS vdir permission check.
It has not result and improved.

Aren't there any someone about a useful method knowing?

But it is NG.

I think that the problem is iis6.
It is because neither .config nor .pdb file is downloadable even if it uses IE.
How should you do or know someone?

This was the security issue of IIS6.
The cause has been grasped by 326965 of kb.

"When you request a file from an IIS 6.0 Web server that has an extension that is not a defined MIME type on the Web server, you receive the following error message:
HTTP Error 404 - File or directory not found."

Therefore, it solved by creating mime map.
