ACTION attribute in manifest not in XSD

I thought that perhaps I need to set the Action attribute in the server manifest to Deploy but I get an error that the manifest does not match the xsd. And, indeed, the XSD does not have an "action" attribute although the documentation shows it.

(The SimpleAppStartquickstart works fine for me so I used the config files and manifest from there as a template)

Any help would be greatly appreciated. I'm completely new to the UAB 2.0.
