I was experiencing the same problem this morning. I ended up going back and recreating my UpdaterConfiguration.config file and I noticed 2 items that were missing from the original:

<downloader xsi:type="BitsDownloaderProviderData" name="BITSDownloader">
<userName></userName>
<password></password>
<authenticationScheme>BGAUTHSCHEME_NTLM</authenticationScheme>
<targetServerType>BGAUTHTARGET_SERVER</targetServerType>
</downloader>

Note the <userName> and <password> items. As soon as I included those I was off and running after the next bug. Note that I'm currently using Anonymous access, so I didn't have to give it a user.

Check your file out. Good luck
