Does the manifest HAVE to be located on an IIS (web) server? Or can it be located on a regular file share and specifed as a UNC? (i.e. \\myserver\myshare\folder\manifest.xml) If so, is there anything special one has to do?

You can specify the path to the manifest using a regular file share such as UNC, if you are using the UNCDownloader.

The standard BITS downloader doesn't let you download from UNC paths.
