I was wondering if this new Smart client SF was intended to replace the 2004 offline application block? I don't know much about the SCSF yet, but I've started the learning curve today :-)

Not directly, no.
Some have tried porting OAB to .NET 2.0 for use in CAB solutions, but I'm not sure who's successfully done this so far.

One of the reference implementations alludes to how this can be done. Workitems are downloaded from a web service and kept on the client for offline processing. If I remember correctly, persisting the data on the client isn't really done, and this may be where you can add "OAB-lite" functionality to achieve your objective. Perhaps adding a 'Service' within the CAB solution for storing and retrieving persistent data local to the client?
This was the first question I had about SCSF-CAB too, but I've not had need to implement it yet.

Let us know if you get there first!
