Guidance Package errors

While digging into this issue, it appears that the exception is due to the fact that we are separating our CAB modules from the various Shell solution projects. We do not want to require our CAB module developers to have the Shell/Interface/etc. projects included in their solutions. They have references to the assemblies, and everything run's fine, except for the recipes.

Is there a way other than modifiying the reference checking code of the Guidance Package to get around this limitation?
