The Zone of the assembly that failed was:
MyComputer”

I found a cleaner solution. The problem appears to stem from the Guidance Package files being marked as unsafe by IE after being downloaded from the web and unzipped.

I managed to fix the problem by finding the SmartClientDevelopment.xml file used by the GP in Windows Explorer, right-click and choose Properties, then hit the Unblock button.

Maybe just to add, it seems you have to close VS down first.
