Add SOAP Header to BAT Web Service

I have this need as well.

Although I haven't implemented anything yet, my plan would be to build this into the ServiceProxy or some variation of it if I identify a need to have authenticated and unauthenticated services.

The Service Agent is the placeholder we have created for that kind of logic. Keep in mind that it is not strictly the client logic, but the service boudary logic. This is why we think it should be hiddent from the rest of the client inside the agent.
